A renewal pack is assembled from documents written years apart; it describes the building as it was, not as it is. It arrives as scanned PDFs, photographs and spreadsheets, and every assessor formats it differently.

So findings are re-keyed, triage varies by reviewer, and contradictions go unfound. Unread evidence is priced as uncertainty: loaded premiums, restricted terms, declined capacity. One portfolio: 60 blocks, around 15,000 pages, declined rather than read.

The I-Rating scores the evidence, not the building: how complete, current and consistent the submission is, on a 0–100 scale. Gaps are flagged as open questions, not verdicts: evidence decays, and a gap surfaced before binding is one that can be closed. It informs the underwriter's judgement; it never replaces it.
Unread evidence is priced as uncertainty. The read resolves it before the premium.
